DESIGN NOTES:
-This will be a Daydream Dress with a smooth panel at the front.
-Front will be gathered under bust into a flat panel and an a line skirt attached at the bottom of this flat panel.
-Back would be made the same but the panel would be elastic shirred. (Stretch)
-Front skirt will be smooth
-Back skirt will have gather where it joins the shirred panel
-May need a zip in the side
-Opening with bow tie in front
